Submission incomplete:
1: The DOE is requested to describe how each applicability condition of the methodology/ies is fulfilled by the project activity as per VVM v1.2 paragraph 76.
The PDD and Validation report provide inconsistent information with respect to the applicability condition stipulated on para. 5 of AMS I.A version 14.
The DOE mentioned on page 15 of the VR that "The project activity utilizes new equipment and no retrofit or replacement is to be made as confirmed from the project design and from the actual contract signed". While, in the PDD (page 11, section B.2 of PDD), the PP mentioned that the "Project activity involves replacement of an existing facility".


2: The DOE is requested to describe the steps taken to assess the equations applied to calculate the baseline/ project emissions, leakage and emission reductions as per the chosen methodology as per VVM v1.2 paragraph 92.
The PP/DOE shall provide more information on how the baseline emissions corresponding to displacement of fossil fuel by electricity generation in the project biogas engines will be calculated, specifically, why the 3-year historical diesel consumption records of mill, site offices and estates are used, taking into account that the electricity demand of mill, site offices and estates is satisfied by 2.95MW diesel generator sets in the baseline (see table on page 13 of VR), but can't be satisfied by 2.126MW project biogas engines under full operation of biogas engines (see page 20 of PDD).
