Submission incomplete:
1: The PP/DOE are requested to complete all sections of the PDD related to the description of the project activity as per PS version 07 paragraphs 36 and 37.
The PDD (page 2) indicates that the project activity will replace an existing coal-fired cogeneration plant (85 TPH and 3 MW capacity) with a biomass-fired cogeneration unit (50 TPH and 6.94 MW capacity). The PDD (p.4 _ footnote) states that “a turbine of higher capacity 6.94 MW is installed in order to run if all the steam generated from boiler (50 TPH) has to be utilised in case there is no requirement of steam for thermal use in process and there is extra requirement of power”. The PDD (p.6) indicates that in the pre-project scenario the plant requires 3 MW. The PP/DOE have not reported: a) the baseline alternative for the additional 3.94 MW; b) in the event there is no requirement for thermal use: i) where and/or how the extra power will be utilized, and ii) what happens to the additional generation incase there is no extra requirement of power.
2: The PP/DOE are requested to describe the GHG sources within the project boundary in accordance with the selected methodology(ies) in the PDD as per PS ver. 07 paragraphs 45 and 46.
The PDD (P. 13) mentions that one of three coal-fired boilers (25 TPH capacity) used in the pre-project will be kept as standby for emergency purposes; ii) Table B.1 (PDD) indicates that CO2 emissions due to on-site fuel consumption are excluded, and iii) PDD (p. 23) mentions that DG sets are kept at the project site for back-up whereas the project boundary (PDD p.12) only shows one 25 TPH coal-boiler. The PP/DOE are requested to clearly identify and report all the emission sources included in or excluded from the project boundary.
3: The PP/DOE are requested to explain in the PDD the methodological choices for the calculation of the baseline emissions, project emissions, leakage and emission reductions as per PS ver. 07 paragraphs 58 and 59.
i. The total thermal output (please refer to the submitted CERs calculation spreadsheet_ baseline emissions workbook_ cell J37) used for calculating the baseline emissions from the plant has been determined as 51.55 MWth. The PDD (p.11) and the VR (p. 106) indicate that the total installed energy generation capacity (both thermal and electrical) is 39.71 MWth and therefore less than 45MW thermal thresholds for the applied methodology. The PP/DOE are requested to address this inconsistency.
ii. The PDD (Table B.1) indicates that CO2 emissions due to on-site electricity consumption are included. The VR (p.29) states that “As net electricity supplied is considered for baseline emissions no project emissions from electricity consumption have to be considered”. AMS-I.C ver. 19 para 45 requires that project emissions due to electricity consumption shall be included. The DOE is requested to report how it justified the exclusion of project emissions due to electricity imports from the grid.
4: The PP/DOE are requested to list in the PDD all the data and parameters to be monitored as required by the applied methodology(ies) as per PS ver. 07 paragraph 63.
