Submission incomplete:
1: The PP/DOE are requested to describe in the PDD how each applicability condition of the methodology(ies) and/or the selected standardize baseline(s) is met as per PS version 09.0 paragraph 39.
Paragraph 8 (b) of the methodology requires that the PDD shall explain how the proposed project activity will encourage the consumers, targeted by the project activity, to use the project lamps and discourage hoarding. However, the information is missing in page 11 and 12 of the PDD. Therefore, the PP/DOE are requested to describe in the PDD on how this particular applicability condition will be met by the project activity.

2: The PP/DOE are requested to present in the PDD the step-wise calculation of ex-ante emission reductions, including how the selected values are applied in each equations, as per PS version 09.0 paragraph 53.
For the expected failure rate, while 5% is used in page 19 of the PDD (Section B.6.3. Ex ante calculation of emission reductions), 10% is used in page 23 of the PDD (Section B.7.2. Sampling plan). Therefore, the PP/DOE are requested to clarify why different values are assumed and used in the PDD.
