Submission incomplete:
1: The DOE is requested to include information on how it has validated the input values to the financial calculations as per VVM v 1.2 paragraph 114 (a).
In doing so, the DOE shall further validate the suitability of the investment cost. In addition, the following inconsistencies were identified: 1) the range of unit cost of similar projects is inconsistent between the validation report page 19 table 4 (17.264 - 22.507 million VDN/kW) and the validation report page 20 table 5 (11 - 27.19 million VDN/MW); 2) the total investment cost is 3,365,406 million VND in the PDD and the IRR spreadsheet, whereas, it is 3,356.406 million VND in the validation report (page 20); and 3) the unit cost of the project activity is 22.37billion VND/MW in validation report page 20; whereas it is 22436 1000VND/kW (i.e. 22.46 billion VND/MW) in page 19. The DOE shall clarify the inconsistencies.

2: The DOE is requested to include appointment certificate or CV of each validation team member as per VVM v 1.2 paragraph 174 (g).


3: The DOE is requested to explain how the comments received during the stakeholder consultation were considered as per VVM v1.2, paragraph 40, 174 (c).
In particular, the DOE shall further explain how the comments related to different versions of the Feasibility Study Report (FSR) sent to other agencies and banks have been considered.
