Submission incomplete:
1: The PP/DOE are requested to indicate in the PDD the reference and the versions of the applied methodology(ies), including the tool(s), standard(s) and/or guidelines required by the methodology that are valid at the time of submission as per PS version 1 paragraphs 35-37.
For example section B.6.2 of the PDD refers to methodology ACM0002.

2: The PP/DOE are requested to list and justify in the PDD the data and parameters used to calculate the emission reductions as per PS version 1 paragraphs 52.
At the time of validation begin CEA database version 7 was available.

3: The PP/DOE are requested to describe in detail in the PDD the calculation of ex-ante emission reductions, with the values available for validation and the equations used, as per PS version 1 paragraph 50.
The PDD presents no information on the option (1 or 2) selected under Step 5 of the emission factor tool v.2.2.

4: The DOE is requested to verify the justification of the data used for the ex-ante emission reduction calculations as per VVS version 2 paragraphs 100.
In some instances the data appears to be taken from the CEA database v.6, which had been superseded by v.7 as of the PDD publication date.

5: The DOE is requested to describe how it has validated the suitability of the input values used in the financial calculations as per VVS version 2 paragraphs 120 and 123 (a).
It seems that the source of the PLF is not dated, see /Ref.11/.

6: The DOE is requested to include a summary of the validation methodology, procedures and the validation criteria applied and how the project activity fulfills the criteria in the validation opinion in line with VVS version 2 paragraph 146 (a) (e).
The proposed project did not demonstrate additionality in accordance with paragraph 2 of the “Guideline on the demonstration of additionality of small scale project activities" (v.9), 'automatic additional' see the validation opinion p.52.
