The DOE is requested to describe how it has validated the suitability of the input values used in the financial calculations as per VVS version 2 paragraphs 120 and 123 (a).
The DOE is requested to explain how it has validated the following input values:
(a) O&M cost, in line with the VVS version 06.0 paragraph 120b, in particular how the O&M cost, estimated by TEPNG with its JV partner based on its experience of staff organization for power plants and the costs in Nigeria, has been crosschecked against third-party or publicly available sources;
(b) OPEX, in line with the VVS version 06.0 paragraph 120b, in particular how the OPEX, from EPC contract Appendix D, has been crosschecked against third-party or publicly available sources;
(c) The escalation rate of 1% for revenue, in line with the VVS version 06.0 paragraph 120 a and b, in particular what the source of 1% is, how escalation of 1% is applicable for the revenue, and how it has been crosschecked against third-party or publicly available sources.
