Submission incomplete:
1: The PP/DOE are requested to describe the GHG sources with in the project boundary in the PDD as per EB 48 Annex 60 paragraph 10 (a).
Emissions due on-site fossil fuel consumption by the project activity are excluded as the operation of the UASB system does not involve any fossil fuel consumption. However, as per figure 7 at page 13 of the PDD auxiliary HFO consumption by the boiler is envisaged. The PDD does not contain information about the exclusion of HFO consumption by the boiler as an emission source.
2: The PP/DOE are requested to describe on identification of baseline scenario(s) in PDD as per EB 48 Annex 60 paragraph 10 (a).
1. The 1st ethanol production line at the project factory is equipped with a wastewater treatment (WWT) system. Information about the type of WWT system in use at the existing ethanol production line and how this has been taken into account when identifying the baseline scenario for the project is not provided and discussed in the PDD.
2. In the baseline scenario the boiler is fueled with biomass residues (bagasse). However, the PDD does not contain information on how bagasse has been identified as baseline fuel for the boiler.
3: The PP/DOE are requested to include the details of each monitoring parameter listed as per EB 48 Annex 60 paragraph 10 (a).
With regard to the parameter "T flare - Temperature in the exhaust gas of the flare", the PDD does not specify if a Type N thermocouple is used in line with the requirements of the Tool to determine project emissions from flaring gases containing methane.
4: The DOE is requested to describe how each applicability condition of the methodology/ies is fulfilled by the project activity as per VVM v1.2 paragraph 76.
The Validation Report does not contain clear information about how the DOE has validated the project compliance with the applicability criteria set in paragraph 2 of AMS-III.H version 16
5: The DOE is requested to state whether the data and parameters are conservative and appropriate if they are fixed ex-ante (not need to monitor) during the project activity crediting period as per VVM v1.2 paragraph 91.
The Validation Report does not contain information about how the DOE validated that the values assumed for "MCFww, treatment,BL,i - Methane correction factor for the baseline anaerobic wastewater treatment" and "MCFww, treatment, PJ,k - Methane correction factor for project wastewater treatment system k" are appropriate for the project.
6: The DOE is requested to include information on how it has validated the input values to the financial calculations as per VVM v 1.2 paragraph 114 (a).
The Validation Report does not contain information about how the DOE has validated and cross-checked the assumed value for the cost of electricity, specifically the assumptions used to obtain the final value of 3.657 million THB (e.g. electricity consumption, electricity tariff, etc.).
