The DOE is requested to describe the steps taken to assess the identification of the baseline scenario for the greenfield facility (line 2) as per VVM v1.2 paragraph 87.
In particular, how the DOE has validated that other five cement plants do not partially recover the waste energy. In doing this, the DOE is also requested to clarify whether the evidence referred (I.e. "China WHR power generation plant data") considers cement plants in which partial recovery of waste energy is conducted even if it is not used for power generation.
