The DOE is requested to describe how it has validated the suitability of the input values used in the financial calculations as per VVS version 2 paragraphs 120 and 123 (a).
The validation report (p 18) states that the power price, 104 US$/MW, is crosschecked with the value (132.55 US$/MWh) reported by the Guatemalan National Commission of Electric Energy and the DOE considers the application of 104 US$/MW conservative. Further information is required on how the DOE considers the value of 104 US$/MW conservative as the crosschecked value (132.55 US$/MWh) is higher than the value used in the investment analysis.
