The DOE is requested to describe the steps taken to assess the identification of the baseline scenario of the project activity as per VVM v1.2 paragraph 87.
The "Procedure for the selection of the most plausible baseline scenario" under ACM0001 Version 11 requires the project participant (PP) in Step 2 to "Identify the fuel for the baseline choice of energy source taking into account the national and/or sectoral policies as applicable."
The PDD (p. 13) says, "As delineated in Step 1 above, no fuel is used in any of the baseline alternatives. This step is not relevant to the Project and is not carried out". The Validation Report (p. 16), on the other hand, says, "The baseline energy source is the electricity produced by the power plants connected to the Peninsular Malaysia national grid. The electricity supplied to the Peninsular Malaysia national grid is mainly generated from fossil fuel power plants, which 53.1% from natural gases and 34.1% from coal. Therefore, the identified baseline fuels (i.e. natural gases and coal) are available in abundance in the host country and there is no supply constraint".
The PP/DOE are requested to explain such inconsistency between the PDD and the Validation Report in the application of Step 2 of the procedure for the identification of the baseline scenario.
