The DOE is requested to describe how it has validated the actions taken to secure the CDM status as per VVS version 7 paragraphs 114(b) and 116.
The DOE is requested to clarify how it has validated the real and continuing actions during the period from January 2008 to October 2010, in particular, how it has justified that the (1) request for proposal from zeroemissions for CDM consulting in September 2008, (2) request for proposal from JP morgan for CDM consulting in September and November 2009 and (3) request for new proposal from zeroemissions from CDM consulting in July 2010 are considered as real actions as per VVS version 7 paragraph 114(b). Further, if the gap between documented evidence is greater than two years and less than three years, the DOE shall justify any positive or negative validation opinion based on the context of the evidence and information assessed, as per VVS version 7 paragraph 116.
