Submission incomplete:
1: The DOE is requested to include information on how it has validated the input values to the financial calculations as per VVM v 1.2 paragraph 114 (a).
a. The validation report on page 169 states that DOE had compared the compost unit price with the lowest NPK chemical fertilizer selling price of Petrovietnam reported on 2011-03-07 by Mekong Securities. The price was reported to be 6,500,000VND/ton. By currency exchange (according the date of the investment analysis), the unit price of the chemical fertilizer is reported as USD 38.2/ton in validation report. The exchange rate mentioned on page 167 of the validation report is 1USD=16,984VND. With the given exchange rate the unit price of chemical fertilizer would be USD 382.7 / ton. DOE shall correct the discrepancy in the data in the validation report.

b. The validation team had compared the investment cost with literature reference to confirm its correctness. According to this text book, the cost estimated for turned windrow MSW composting plant is USD 55,300/TPD of capacity. On page 27 of the PDD the PP states that Nam Dinh projects used the windrow technology for composting process which is different from the technology applied in proposed project. DOE shall discuss in the validation report if windrow composting is technologically different from project technology then how its cost can be used to cross-check project investment cost.

2: The DOE is requested to provide information on how the distinctive differences between the project activity and the similar projects identified in the selected scope are justified as per VVM v 1.2 paragraph 121 (c).
Two similar projects have been identified that have been implemented in Vietnam. The PDD on page 27 states that the Vinh facility is different from project activity because it applies different technology and Nam Dinh is different from project activity because it was ODA funded. The validation report on page 60 states that both these projects are different from project activity because they both are ODA funded. The PDD and validation report do not provide consistent information.
