The DOE is requested to state if the baseline methodology is correctly applied to calculate project/baseline emissions, leakage and emission reductions as per VVM v1.2 paragraph 92(d).
The DOE raised CL.5, requesting the PP to clarify why project emission from wastewater treatment (PEw,y) were assumed to be zero. The PP responded that "the wastewater treatment is enclosed during the whole disposal progress. Methane from wastewater treatment is collected and supplied to the incinerator as combustion gas", but also states that the wastewater will be delivered to municipal wastewater treatment system, which employs aerobic biological treatment (meaning no methane emissions). However, this explanation is not reflected in the PDD, which states that a physic-chemical process will be used to treat the effluent and, therefore, no project emissions need to be accounted for. The PP/DOE are requested to clearly explain: i) how the effluent from the project will be treated (anaerobically, aerobically or using physic-chemical processes) - in dong so, the DOE is required to explain how it has closed CL.05; ii) how the methane will be generated from the treatment of the wastewater; iii) how it is assured that 100% destruction of methane in biogas will take place if the generated methane is to be combusted in the incinerator - in doing so DOE shall provide information on the technical/manufacturer's specifications of the incinerator, including, (a) the operating temperatures of the incinerator; and (b) the combustion efficiency at different operating temperatures (range).
