The DOE is requested to describe the steps taken to assess the identification of the baseline scenario of the project activity as per VVM v1.2 paragraph 87.
1.The DOE is requested to clarify the following :
i)how it validated “waste energy” in line with the definition of ACM0012 ver 4 and whether this also contains the component of flue gas to dry raw materials in the Dryer.
ii)why options W1 and W2 has been eliminated as a plausible baseline scenario for the use of waste energy.
iii)Why option W5 is a plausible baseline scenario for the use of waste energy when the facility is neither an "Existing facility” with partial recovery or a "Greenfield facility” where fpractice is greater than zero.
2. The Identification of baseline scenario (Page 9 , Step 2 .2) identification of baseline scenario states "Where the CDM waste energy recovery project is implemented in a Greenfield project facility. The investment analysis for the Greenfield projects include the cost of the fuel that would have been used by the recipient facility(ies) in the absence of the CDM project. The fuels for such analysis should include all the fuels available in the host country, including those which can be imported in the host country." The DOE is requested to provide further information on how it validated the project against this requirement as there is no information in the Validation Report regarding the same.
