Submission incomplete:
1: The PP/DOE are requested to present the sensitivity analysis of the investment analysis as per EB 48 Annex 60 paragraph 10 (a).
Please include electricity tariff also in the sensitivity analysis in line with EB 62 Annex 5 Paragraph 20 which requires to include the variable that constitute more than 20% of either total project cost or total project revenues in the sensitivity analysis.
2: The DOE is requested to provide information on how it has validated the evidence provided for prior consideration of CDM as per VVM v 1.2 paragraph 104(b).
The detail information is required on how it was demonstrated that the CDM was seriously considered in the decision to implement the project activity in line with EB 62 Annex 13 Paragraph 6a which states that the DOE must validate the evidence such as minutes and/or notes related to the consideration of the decision by the Boards of Directors, or equivalent, of the project participant, to undertake the project as a CDM project activity.
3: The DOE is requested to confirm the accuracy of the financial calculations carried out for the investment analysis as per VVM v 1.2 paragraph 114 (c).
Information is required on how the calculation of IRR is in line with EB 62 Annex 5 paragraph 3, given that the investment analysis horizon is 20 years which is shorter than the period of expected operation of the underlying project activity (technical life time of 50 years). The information is required how appropriate it is to include interest during the execution and initial working capital in the total investment which is presented as cash outflow in IRR calculation. Please refer to EB 62 Annex 5 paragraph 9.
4: The DOE is requested to include information on how it has validated the input values to the financial calculations as per VVM v 1.2 paragraph 114 (a).
Please provide the detail information regarding the validation of each and every input values specified in the calculation sheet including total investment cost, annual O&M cost, electricity output and plant load factor, income tax, fiscal incentives and payable interest and electricity tariff. While doing so, please provide the information regarding sources of data/information and means of cross checking for each and every parameters.
5: The DOE is requested to include information on how it has validated sensitivity analysis of the investment analysis as per VVM v1.2 paragraph 111 (e).
Please include the electricity tariff also in the sensitivity analysis in line with EB 62 Annex 5 Paragraph 20 which requires to include the variable that constitute more than 20% of either total project cost or total project revenues in the sensitivity analysis. Further, information is required on under what conditions or variations in the parameters, the project IRR crosses the benchmark and the likelihood of these conditions to happen.
6: The DOE is requested to provide information on how it has assessed the credibility of the barrier analysis as per VVM v 1.2 paragraph 118.
While addressing the above-mentioned issues, the DOE is requested to take into account Ver01.0 EB35 Annex34 with regard to how it has assessed the credibility of the barrier analysis.
