The DOE is requested to include information on how it has validated the input values to the financial calculations as per VVM v 1.2 paragraph 114 (a).
1. The DOE shall provide information on why some of the values of the key input parameters have changed ;in particular; Tariff, Total investment cost, Fair value.
2. The values of equity IRR on Page 16 of the PDD for Nova Fátima SHPP, Rio Fortuna SHPP and for São Maurício SHPP is inconsistent with the latest Equity IRR.
3. The DOE shall provide information on why the Benchmark value changed from 21.64% to 19.73% .The DOE shall also remove the inconsistency of the benchmark on Page 30 of the VR which refers to the cost of equity as 21.64%.
4. The DOE is requested to clarify how it validated the appropriateness of the benchmark value used given that this benchmark is 19.73% is much higher than the default value stated in the Guidelines for Investment Analysis (EB 62 Annex 5).
