1: The DOE is requested to include description of the process taken to validate the accuracy and completeness of the project description in VR as per VVM v1.2 paragraph 64(a).
In particular, the DOE shall provide further information on:
a) the design improvement which allowed 3 MW increase in the capacity and whether with this increase in capacity the proposed project is still additional. In doing so, please provide: i) breakdown of the increase of 3 MW; ii) time line of the improvement (when the decision was made and the design was altered for each component of improvement); and iii) breakdown of changes in input values, if any, due to increase in capacity; and
b) the construction schedule: table A 1 of the PDD indicates commercial operational start in late 2010 to early 2011 with 5 to 6 months delay; the DOE shall clarify the status at the time when the PDD was finalized on 24 July 2012.
2: The DOE is requested to include information on how it has validated the input values to the financial calculations as per VVM v 1.2 paragraph 114 (a).
In particular, the DOE shall provide further information on the validation of the following parameters: a) static total investment: i) the value applied; ii) why the value was inflated to 2008 price and if it reflects the actual cost; iii) breakdown of the investment cost; and iv) the comparison to the range given by IEA, justifying the appropriateness of comparison, including whether the value compared to and if the value is specific to Panama;
b) the O&M cost: i) the value applied, ii) escalation rate applied, iii) if the range compared to (IEA) is specific to Panama;
c) spot market price of electricity: i) how it was estimated; and ii) how it was validated to be in nominal term.
3: The DOE is requested to provide information on how it has validated the suitability of the benchmark as per VVM v 1.2 paragraph 114 (b).
In particular, the DOE shall provide information on how it has validated the inflation rate. In doing so, please include the value applied.
