1: The DOE is requested to describe how it validated that ex-ante calculations are correct and will result in a conservative estimate of the emission reductions as per VVM v1.2 paragraphs 91 & 93.
In particular the DOE shall explain how it validated the correctness of the calculation of the grid Emission Factor. In doing this, the PP/DOE are requested to provide the detailed calculation spreadsheet of the grid Emission Factor.
2: The DOE is requested to include information on how it has validated the input values to the financial calculations as per VVM v 1.2 paragraph 114 (a).
In particular, the DOE is requested to explain how it validated (i) the applicability of the escalation rates applied to the benchmark (3.04%) and the input values in the investment analysis (2.23%) in the proposed project activity, and (ii) the suitability of O&M costs. In doing this, the DOE is requested to explain how it validated the composition of the O&M costs considered in the O&M fee, the applicability of the escalation rate to the O&M costs according to the proposals from the tech provider, the applicability of the mainline and transmission costs to the proposed project activity and the applicability of the general and administrative costs.
