Submission incomplete:
1: The DOE is requested to include information on how it has validated the input values to the financial calculations as per VVM v 1.2 paragraph 114 (a).
In particular, the DOE should clarify:
a) the appropriateness of PLF used considering that the PLF mentioned in the TNERC dated 15/05/2006 is higher than the PLF used in the financial analysis.
b) the DOE shall provide a validation opinion on 100% equity involved in the proposed project and the parameter- administrative and overhead expenses and escalation applied on it (i.e. 5%).

2: The DOE is requested to provide information on how it has validated the suitability of the benchmark as per VVM v 1.2 paragraph 114 (b).
a) In particular, the DOE shall validate each input parameter used to calculate the benchmark and further clarify the appropriateness of the time period used to calculate market returns from BSE 500.
b) The DOE should clarify the reason for revising the benchmark from 14.80% to 15.66% from the webhosted PDD and the final PDD.
