Submission incomplete:
1: The PP/DOE are requested to complete all sections of the PDD related to the description of the project activity as per PS version 1 paragraphs 30-34.
it is not clear how the low pressure BF gas will be used in the project and the baseline scenario.
2: The DOE is requested to describe how each applicability condition of the methodology/ies is fulfilled by the project activity as per VVS version 2 paragraphs 76 and 77.
The DOE is requested to explain why the project is greenfield facility, in doing so ,please refer to footnote 18 of the methodology.
3: The DOE is requested to indicate if the baseline methodology is correctly applied to identify baseline scenario and alternative baseline scenarios as per VVS version 2 paragraphs 89 and 90.
The DOE is requested to explain why the shortage of 36MW can not be met by increasing the capacity of the greenfield thermal power plant, and how the DOE has assessed the benefit of building the same capacity new thermal power plant comparing to 100 MW new thermal power plant.
The DOE is requested to explain how the existing power plants can contribute additional 20 MW in the project scenario.
4: The DOE is requested to verify the justification of the data used for the ex-ante emission reduction calculations as per VVS version 2 paragraphs 98, 99 (a) (b) (c) and 100.
There is no validation opinion on fcap in the validation report.
5: The DOE is requested to confirm the appropriateness of the underlying assumptions and the accuracy of the financial calculations carried out for the investment analysis as per VVS version 2 paragraphs 120 and 123 (c).
a)there is no validation opinion on the 2% tariff escalation and 100% equity of the project
b)the DOE is requested to explain why 70% of load factor is used , considering that the top pressure ranges from 1.94 kg/cm2 to 2.00 kg/cm2 which is approximately 77% to 80% of the rated top pressure for the years 2002- 03, 2003-04, 2004-05 2005-06 of the blast furnace 1& 2
