1: The DOE is requested to indicate if the baseline methodology is correctly applied to identify baseline scenario and alternative baseline scenarios as per VVS version 7 paragraphs 90.
The PDD (page 23) has identified three alternative baseline scenarios. However, the validation report (page 32) indicates 6 alternatives. The PP/DOE are requested to address this inconsistency.
2: The DOE is requested to describe how it has assessed the application of the equations and parameters for the calculation of emission reductions as per VVS version 7 paragraphs 101 and 102 and 104(e).
The PDD (page 33) and the validation report (page 37) indicate that the calculation of the parameter “specific emission factor of production (EFBL)” is as per equation 2 of the applied methodology. The submitted emission reduction spreadsheet (cell G7) has provided the value of the applied EFBL (0.2312 tCO2/m3). However, it is not clear how the EFBL value was calculated as the value in Cell G7 is not traceable; and it appears that the approach used by the PP (PDD Table 1.2) is different from equation 2 (specified in AMS-III.Z ver. 5). The DOE is requested to report how it verified that (i) the baseline emissions can be replicated using the data and parameter values provided in the PDD and (ii) the approach used in calculating the EFBL is in line with the applied methodology.
