The PP/DOE are requested to list and justify in the PDD the data and parameters used to calculate the emission reductions as per PS version 1 paragraphs 52 and 53.
The DOE has confirmed that the grid emission factor is calculated according to the procedures prescribed in the Tool to calculate the emission factor for an electricity system. Version 2.2.1. However, the DOE doesn't provide information about how it was validated the default values used to calculate the Mindanao grid emission factor. In particular, the DOE shall provide more information to verify the justification of the choice of: (i) default values of efficiency of the non low-cost/must run grid power units. In doing so, please justify the generation technology of the power units as per the classification in the Tool to calculate the emission factor for an electricity system; and (ii) the default CO2 emission factor for the coal and oil power plants. In doing so, please justify the fuel type of the power plants as per the classification in the 2006 IPCC Guidelines on National GHG Inventories, table 1.4 of Chapter1 of Vol. 2
