Submission incomplete:
The DOE is requested to describe how it has assessed the application of the equations and parameters for the calculation of emission reductions have been correctly applied as per VVS version 09.0 paragraphs 141 and 144 (d) (e).
• In the parameter table for Wjx (p 29 of the PDD, Total amount of waste type j disposed in the SWDS in year x), sewage sludge is included in the category of “Food, food waste, beverages and tobacco”. Whereas, in the parameter table for DOCj (p26 of the PDD, Fraction of degradable organic carbon in the waste type j (Weight fraction)), and the tool “Emissions from solid waste disposal sites” (Version 07.0) (see parameter table 6), the sewage sludge shall be considered separately. The DOE is requested to provide further information on how the DOCj for sewage sludge has been determined by the PP.

The following issues are related to "Appendix 1 - Annex 2 1 - Calculation Sheet Mondoñedo SS13 - December 2016":

• In the Excel sheet “Baseline emissions”, one waste category was called Organic Material (C15). However, no information is provided on what such “organic material” is. Does it refer to the category of “Food, food waste, beverages and tobacco” as specified in the tool “Emissions from solid waste disposal sites” (Version 07.0) (see parameter table 6)? Or does it also include sewage sludge? If sewage sludge is covered, the DOCj of sewage sludge shall be determined as per the tool “Emissions from solid waste disposal sites” (Version 07.0) (see parameter table 6).
• Data in Table 14 “Methane mass flow of the residual gas” and Table 15 “Project emissions from flaring” in the PDD do not match the data in the Excel sheet “PEflare”;
• Data in Table 16. “Project emissions from electricity consumption” in the PDD do not match the data in the Excel sheet “PEflare”;
• Data in Table “Summary of ex-ante estimates of emission reductions from Landfill Methane Recovery (AMS-III.-G)” in the PDD (p33) do not match the Excel sheet “Emission reduction”.
