Submission incomplete:
1: The DOE is requested to describe how each applicability condition of the methodology/ies and/or the standardized baseline(s) is fulfilled by the project activity as per VVS version 09.0 paragraphs 85 and 86.
The DOE (p 42) states that "all the applicability conditions of the selected baseline and monitoring methodology and all tools involved have been satisfied by the project activity. A detailed assessment of the applicability has been provided in section Appendix 5 of this report." The Appendix 5 provides the validation of the applicability conditions of ACM0002 version 16 and tool to calculate the emission factor for an electricity system while the project activity also applies ASB0019. The DOE is required to provide further information on how it validates that the project activity meets the applicability of ASB0019 Standardized baseline: Grid emission factor of Mauritius.

2: The DOE is requested to describe how it has assessed the compliance of the project activity’s start date, operational life time and crediting period with the relevant requirements in the Project standard as per VVS version 09.0 paragraphs 154-156.
The DOE (p 12) raised CAR 10 regarding the start date of the project activity which was based on the start of the civil construction for the project activity and closed it based on the PP’s response that “according to EB41 clarifications, minor pre-project expenses, e.g. the contracting of services /payment of fees for feasibility studies or preliminary surveys, should not be considered in the determination of the start date as they do not necessarily indicate the commencement of implementation of the project.”
Further, the PP/DOE listed dates on measurements and planning (Mar-Apr. 2013), Local stakeholders consultations (Apr-Jun 2013), Site preparation (civil works (August 2013), EIA license (19/08/2013), Building and Land Use Permi (15/11/2013). Drilling and mounting of the panels (Nov-Dec. 2013) and commissioning Date (18/02/2014). The DOE is required to provide further information on why the date on which contacts signed for equipment was not listed/considered as per para 67 of EB 41 report.
