Submission incomplete:
1: The DOE is requested to state whether the data and parameters are conservative and appropriate if they are fixed ex-ante (not need to monitor) during the project activity crediting period as per VVM v1.2 paragraph 91.
The DOE is required to further substantiate how it has validated the baseline survey, in particular: (i) for the fuel wood that is purchased (not collected) by the household, how the respondents could provide answers to where the fuel wood is collected from, the time required in collecting the wood, and who collects the wood; (ii) for the fuel that is collected (not purchased) by household, how the respondents could provide answer to the wood price.
2: The DOE is requested to confirm the accuracy of the financial calculations carried out for the investment analysis as per VVM v 1.2 paragraph 114 (c).
The validation report page 24-25 states that the PP has applied the simple cost analysis, however the PDD has not provided a complete simple cost analysis. Furthermore, the DOE is required to further explain how it has confirms that the project activity involves no other source of income except CER revenues in the absence of the information of the cost of the ICS to the households.
3: The DOE is requested to describe the steps undertaken to assess if the monitoring arrangements are feasible to be implemented within the project design as per VVM v1.2 paragraph 124(b).
(a) The DOE is requested to further substantiate how the monitoring of the efficiency of ICS using sample will be in accordance with the EB65 Annex 2 paragraph 6-17as the complete sampling plan has not been provided in the PDD. Furthermore, the sampling plan should also be representative of the two models of the cook stoves (CHULIKA and GREEN SMART);
(b) For the monitored parameter "The traditional cook stoves are disposed/not used in the households in which ICS is implemented", the validation report page 30 mentions that it will be checked through survey during the crediting period. However, the monitoring plan has not provided information with regard to the survey to be carried out for this particular parameter. And if the survey is to be carried out, how it will comply with the EB65 Annex 2 paragraph 6-17.
