Submission incomplete:
1: The PP/DOE are requested to indicate the project starting date in the PDD as per PS version 1 paragraphs 57 and 58.
The PP/DOE are requested to change the inconsistencies in the start date of the project , since Page 24 of the Validation report states that the start date is 19/12/2013 where as Page 23 of the PDD states that the start date is Feb. 19, 2013 .

2: The DOE is requested to confirm the appropriateness of the underlying assumptions and the accuracy of the financial calculations carried out for the investment analysis as per VVS version 2 paragraphs 120 and 123 (c).
The DOE is requested to provide information on how it cross-checked the main parameters used in the IRR calculation against against third-party or publicly available sources. For example for parameter Project Cost the validation report only refers to the source of the parameter and has no information on how this value from source was cross checked. Please refer to para 127 (b) of the VVS version 07.
