Submission incomplete:
1: The DOE is requested to describe the steps taken to assess the identification of the baseline scenario of the project activity as per VVM v1.2 paragraph 87.
The DOE shall provide validation opinion on the demonstration of the abundant surplus of the biomass residues, in particular the rice husk. It is observed that the surplus of the rice husk within the region is zero as estimated in PDD page 60.
In addition, the DOE shall provide validation opinion on the procedures used to demonstrate the abundant surplus. If option 1 (ACM0006, page 14) is applied, the DOE should explain how the amount of each type of biomass residues available within the region is considered at least 25% larger than the utilized amount, including the project activity. If option 2 (ACM0006, page 14) is applied, the DOE shall explain how the site from where the biomass residues are sourced can be clearly identified.

2: The DOE is requested to state that the estimates in the PDD are reasonable for data and parameters that are monitored during implementation and are available after validation as per VVM v1.2 paragraph 91.
The DOE shall provide validation opinion on the estimation of the quantities of biomass residues in table 6 of the PDD considering the total amount of the biomass residues (282,241.3 ton) is not consistent with the total amount applied in the emission reduction calculation (215,000 ton/year) and in the investment analysis (215,000 ton/year).
