Submission incomplete:
1: The PP/DOE are requested to list all the data and parameters to be monitored in line with applied methodology as per EB 48 Annex 60 paragraph 10 (a).
Issue 1: The following parameters, which are to be monitored as per applied “Tool to calculate project or leakage CO2 emissions from fossil fuel combustion”, are not listed in section B.7.1 of the PDD: i) EFCO2,coal,y - CO2 emission factor of coal in year y; ii) EF CO2, Diesel,y - CO2 emission factor of diesel in year y; iii) NCVcoal,y - Weighted average net calorific value of the Coal used in year y; and iv) NCVdiesel,y - Weighted average net calorific value of the Diesel used in year y.
Issue 2: the PPs opted to determine and monitor Project Emission from biomass transportation in line with the requirements of methodology ACM0018; however, section B.7.1 of the PDD does not list the parameter "EFkm,y - Average CO2 emission factor for the trucks during the year y", which is to be monitored as per methodology ACM0018.

2: The PP/DOE are requested to include the details of each monitoring parameter listed as per EB 48 Annex 60 paragraph 10 (a).
With regard to the parameter "Qy - Quantity of biomass consumed in year y", the PDD does not contain provision for: i) adjustment for moisture content in order to determine the quantity
of dry biomass , as required by the methodology AMS-I.D. version 17; and ii) cross-checking the measurements with an annual energy balance that is based on purchased quantities (e.g. with sales/receipts) and stock changes, as required by the applied methodology AMS-I.D. version 17. Moreover, the PDD does not contain information on the moisture content of the biomass types used by the project, that is to be estimated ex-ante as per AMS-I.D requirements.

3: The DOE is requested to state that the estimates in the PDD are reasonable for data and parameters that are monitored during implementation and are available after validation as per VVM v1.2 paragraph 91.
The validation report does not contain information on how the DOE validated that the project emission due to biomass transportation are less than 10% of the emission reductions.

4: The DOE is requested to include information on how it has validated the input values to the financial calculations as per VVM v 1.2 paragraph 114 (a).
At page 53 and in Annex 3 of t the validation report (VR) it is stated that the Detailed Project Report (DPR), which is the basis of the input financial parameters, is dated October 2009; however, this date is inconsistent with that reported in section 7 of the VR, i.e. October 2010.
