The DOE is requested to verify the justification of the data used for the ex-ante emission reduction calculations as per VVS version 2 paragraphs 98, 99 (a) (b) (c) and 100.
(1) The DOE is requested to further justify the baseline emissions from self generated electricity consumption for clinker production (BEelec_SG_CLNK) considering that the electricity is sourced from a waste heat recovery system. In doing so, the DOE shall also clarify how applying the grid emission factor of the registered CDM project to calculate baseline emissions for the proposed project activity does not amount to double counting.
(2) The DOE is requested to address the following inconsistencies; (a) In the Validation protocol, B.6.13, it is stated that the value for the baseline self-generated electricity emission factor is assumed as zero, however in Section 4.10.1, Parameters determined ex-ante, serial no. 12, the same parameter is reported to be 0.7244 tCO2/MWh. (b) Baseline self generated electricity consumption for clinker production (BELESG_CLNK) in the same table is reported to be 0 MWh, however in the ER sheet it is considered to be 23,137 MWh/year (worksheet 'Baseline', Eqn 7, Row 50).
