The project standard for project activity (v.2) paragraph 112 requires that the project participants shall obtain a letter of approval from the DNA of each Party involved in the proposed CDM project activity.
Further the dedicated project webpage demonstrates that the host party Viet Nam authorized participant of “SH Solar Farm Vina Co., Ltd” and the other Parties involved Republic of Korea authorized Participant of “SH Power Co., Ltd”. However, the inconsistencies are found as below:
(1) Republic of Korea is listed in the category of “other Parties involved” as per project webpage; however, the LoA attached to the Republic of Korea is the LoA issued by Viet Nam DNA but not the LoA issued by Republic of Korea DNA.
(2) “SH Power Co., Ltd” is authorized by Republic of Korea as per project webpage; however, “SH Power Co., Ltd” is only mentioned in the LoA issued by Viet Nam DNA. It is still not clear whether “SH Power Co., Ltd” is a PP authorized by Republic of Korea.
(3) It is not clear how the DOE validates the PDD as the following inconsistencies found:
(a) Page 1 mentions only the host party “Socialist Republic of Viet Nam” with two PPs “SH Solar Farm Vina Co., Ltd” and “SH Power Co., Ltd”.
(b) Page 7 mentions the host party “Socialist Republic of Viet Nam” with the PP “SH Solar Farm Vina Co., Ltd” and the other party “Republic of Korea” with the PP “SH Power Co., Ltd”.
(c) Section F mentions the project has been awarded only based on the LoA issued by host party Viet Nam DNA.
(4) The VR has the following inconsistent information as:
(a) Page 1 mentions only the host party “Socialist Republic of Viet Nam” with two PPs “SH Solar Farm Vina Co., Ltd” and “SH Power Co., Ltd”.
(b) Page 7 reports:
(i) Project participants are SH Solar Farm Vina Co., Ltd ad SH Power Co., Ltd which is concluded based the validation of the only LoA issued by Viet Nam DNA, and
(ii) Host country is Socialist Republic of Viet Nam which is concluded based the validation of the only LoA issued by Viet Nam DNA.
(c) Page 21 reports “The Parties involved in the Project and indicated in the PDD are Socialist Republic of Viet Nam and Republic of Korea, however, the PP obtained the LoA only from the Vietnamese DNA.”.
(d) It is not clear how the DOE has validated the MOC and concluded as per the section D.11 of VR.
Additionally, It is observed that the LoA issued by Viet Nam DNA mentions two PPs “SH Solar Farm Vina Co., Ltd” and “SH Power Co., Ltd”, which could be considered as one of the correct applications where Viet Nam can authorizes two PPs; however, if it is the case, the same application should be reflected in the entire documents including PDD, VR, LoA(s), MOC and project webpage.
In view of the above, the PP/DOE are requested to provide the LoA(s) from Viet Nam and/or Republic of Korea who are involved in the project activity and to clarify whether both PPs are authorized by Viet Nam only or by respective Viet Nam and Republic of Korea so as to revise the entire documents including PDD, VR, LoA(s), MOC and project webpage to reflect the actual situation and information consistently.
