Submission incomplete:
1: The PP/DOE are requested to list all the data and parameters to be monitored in line with applied methodology as per EB 48 Annex 60 paragraph 10 (a).
In particular, the PP is requested to inlcude the following parameters in the MP: (i) Grid electricity for grinding additives in year y and (ii) Self generation electricity for grinding additives in year y.

2: The DOE is requested to describe the steps taken to assess the equations applied to calculate the baseline/ project emissions, leakage and emission reductions as per the chosen methodology as per VVM v1.2 paragraph 92.
In particular, the DOE is requested to explain how it validated the correctness of the ex ante estimation of Emission Reductions, given that the it appears that leakage have been added to the Baseline Emissions instead of being deducted.

3: The DOE is requested to state whether the data and parameters are conservative and appropriate if they are fixed ex-ante (not need to monitor) during the project activity crediting period as per VVM v1.2 paragraph 91.
In particular, the DOE is requested to explain how it validated that the share of clinker in the pre-project scenario is 89% given that the annual production of clinker in the base year (CLNK bsl) is 728,595 tonnes/year and the annual production of blended cement in the baseline scenario (BC bsl) is 850,000, which results in a lower share of clinker than the assumed in the baseline scenario.

4: The DOE is requested to include information on how it has validated the input values to the financial calculations as per VVM v 1.2 paragraph 114 (a).
In particular, how it has validated (i) that the PP has adequately taken into account the avoided costs due to the decrease in the clinker production, as limestone, coal and electricity consumption and transportation costs of raw materials for clinker and (ii) the price of the grinding aids against third-party or publicly available sources, such as invoices or price indices, in accordance with paragraph 111 (b) of VVM version 01.2.

5: The DOE is requested to describe the steps undertaken to assess if the monitoring arrangements are feasible to be implemented within the project design as per VVM v1.2 paragraph 124(b).
In particular, the PP/DOE are requested to provide the relevant standards that will be applied and the frequency of calibration specified in these standards. The PP/DOE may refer to paragraph 56 (f) of EB 65 Annex 5.
