Submission incomplete:
1: The PP/DOE are requested to list all the data and parameters to be monitored in line with applied methodology as per EB 48 Annex 60 paragraph 10 (a).
The DOE is requested to include the monitoring parameters necessary for the calculation of EGbl, y. Individual WTG controllers are necessary parameters for distinguishing between project activity and non project activity electricity generation. Currently these parameters are not listed by the monitoring plan.

2: The DOE is requested to include information on how it has validated the input values to the financial calculations as per VVM v 1.2 paragraph 114 (a).
The DOE is requested to explain how the "Interest rate on loan" value was valid and applicable at the time of the investment decision (Investment Guidelines v.5 paragraph 6). Input values to the investment analysis must be available at the time of the investment decision. The date of the loan sanction letter (31 Mar 2010) is after the project start date (29 Jul 2009).
