Submission incomplete:
The PP/DOE are requested to describe the continuing and real actions taken to achieve CDM status for the project activity as per EB 48 Annex 60 paragraph 10 (a).
The DOE is requested to provide further information on how it validated the Real and Continuing actions for the bundled project activity ;in particular;
1. As per Page 41 of the PDD, the Letter of Approval from the Host Party is obtained on the 03/10/2008 and the same has been validated by the DOE. However as per the reference “P03” in the VR (Page 8), the Letter of Approval is obtained on 11th Sept 2012.
2.As per the chronology of events, the 1st DOE termination of contract was on 23/03/2010. However the means by which the DOE validated this is not clear as there is no further information in the VR/PDD. Furthermore the DOE is requested to provide further information as to the status of the validation with the initial PDD given that the contract with the 1st DOE is on 27/02/2008 and the contract was terminated almost after 2 years.
3.The 1st Consultant (appointed on 10th Sept 2007) was terminated on 17/01/2012.The DOE is requested to clearly describe why it considered a “termination of contract ” for consultancy services and “real” and ”continuing action” .
4. The DOE is requested to substantiate how it met the requirements as per paragraph 9 pf Project Cycle Procedures (CDM-EB65-A32-PROC) which requires the project participants to inform the secretariat of the progress of the project activity every two years after the initial notification.
