1: On page 18, the PoA-DD mentions that, in line with paragraph 288 and 289 of CDM project standard for programmes of activities, modalities to calculate GHG emission reductions or net anthropogenic GHG removals that result from the baseline scenario has been reassessed in accordance with existing national and/or sectoral policies of Nigeria as well as the latest version of applied methodology. However, it does not provide step-wise assessment of the Methodological Tool: Assessment of the validity of the original/current baseline and update of the baseline at the renewal of the crediting period (Version 03.0.1).

2: With regard to the following ex-ante parameters:
(a) Bold,HH: The DOE/CME is requested to explain how the determination of this parameter is in accordance with the applied methodology, i.e. either (1) 𝐵𝑜𝑙𝑑,𝑝 times 𝑁𝑝,𝐻𝐻 or; (2) Based on the historical data or a sample survey conducted as per the latest version of “sampling and surveys for CDM project activities and programme of activities”. It is observed that the value for year 2018 in the PoA-DD is an extrapolated data based on data of year 2015 and 2016. It is also observed that UN data also provides data for year 2017.
(b) fNRB,y: The DOE/CME is requested to: (i) Describe how each parameter used to determine fNRB,y is in line with the Methodological tool: Calculation of the fraction of non-renewable biomass (Version 02.0); (ii) Provide the spreadsheet calculation of fNRB,y.

3: With regard to the sampling plan:
(a) The choice for 95/10 confidence precision is subject to CPA meeting requirements specified in paragraph 12 of Methodological tool: Demonstration of additionality of microscale project activities (version 09.0), including footnote 15 as applicable.
(b) Parameter uy (Adjustment to account for any continued use of pre-project devices during the year y): The sampling plan (page 29 of PoA-DD) mentions that continued use of pre-project devices is largely dependent on cooking practices within the population rather than on who is distributing/installing stoves or the type of stove being distributed. However, the sampling frame or PSU for this parameter will be established only based on ICS model.

4: With regard to the changes to the programme design:
(a) Expansion of programme boundary: The DOE/CME is requested to explain how the advertisements in local and national newspaper in 2011 and 2012 represent the PoA with the expanded boundary which now covers the entire country. It is also observed that the consultation was held in Kaduna and Kano which are not the capital of the country and are located in the northern part of the country.
(b) Application of microscale threshold: The DOE/CME is requested to explain how each CPA of the PoA meets requirements specified in paragraph 12 of Methodological tool: Demonstration of additionality of microscale project activities (version 09.0), including footnote 15 as applicable.
