Submission incomplete:
1: The PoA will cover all the new and existing buildings that will either install geothermal heat pump based space heating and/or cooling system in the Cold Zones and the baselines emissions for the air-conditioners are based on option 1 (constant load condition; AMS-II.C. ver. 15 paragraph 22) and the DOE (VR, page 18) validates that this is applicable as the air-conditioners require the same power (kW) to operate. The CME/DOE shall provide information to clarify appropriateness of application of option 1 which is applicable to retrofit and Greenfield projects and the equipment requires the same power (kW) to operate whenever it is energized within specified limits. In doing, please take into account that the rate of energy consumption for air-conditioners varies in response to the outdoor dry bulb and wet bulb temperatures, solar gain and office occupancy among others.


2: Three options (PoA-DD, page 49) have been provided to determine the parameter “Net quantity of thermal energy supplied by the project activity (EGthermal,y). Two of the options include direct measurement of the thermal energy (in Joules or kWh). However, the applied methodology (AMS-I.C. ver. 21) requires thermal energy is determined from the difference of the enthalpy of the steam or hot fluid and/or gases generated by the heat generation equipment.


3: The validation report (page 11) states that “all applicability conditions of the updated latest methodology versions are still met”. However, no information on how the DOE validated how the proposed PoA complies with each of the methodology applicability conditions.
