1: The coordinating/managing entity may use sampling for the determination of parameter values for calculating GHG emission reductions if the applied methodologies, the applied standardized baselines or other methodological regulatory documents, allow this. In such cases, the coordinating/managing entity shall develop and describe a sampling plan in accordance with the “Standard: Sampling and surveys for CDM project activities and programme of activities”. CDM Project Standard for PoAs, version 3.0.
For generic CPA 01 “Water Purifier Project by the SK Forest”, the CME states that "Due to the homogeneity feature of this program, simple random sampling method will be applied through all the CPAs. However, this CPA involves the implementation of water purification portable devices and kiosks for schools and households, thus, the CME is requested to justify how it has considered the homogeneity of population of the parameters: “Population who consumes the purified water serviced by the project activity in year y(Py), Fraction of functional appliances that are providing the SDW(m), usage time (t) and Quality of the safe drinking water, to be sampled applying simple random sampling, as requested by the Guideline: Sampling and surveys for CDM project activities and programmes of activities Version 04.0, para. 4.

2: The DOE shall determine whether the description of how to develop a monitoring plan for each of the corresponding CPAs complies with the applied methodologies, the applied standardized baselines, the other applied methodological regulatory documents and, where applicable, the “Standard: Sampling and surveys for CDM project activities and programme of activities. VVS for PoA version 3.0.
Validation report (p. 30 and 52), states that for generic CPA 1 and CPA 2, the sampling method for all parameters is depending on the target population type of CPA. Simple random sampling will be used if the target population characterized as homogenous and samples will be selected randomly. Stratified random sampling or cluster sampling will be used if the target population characterized as heterogeneous. However, sampling plan proposed in POA-DD, specifically for generic CPA 1 and CPA 2 only refers to implementation of simple random sampling for all parameters that required sampling method as per applicable methodologies (AMS-II.G and AMS.III.AV). The DOE is requested to further validate the completeness of the sampling plan in the PoA-DD, specifically for generic CPA 1 and CPA 2.
