Validation of fNRB value for Mozambique
i) The secretariat noted discrepancy in the value reported under ‘fuelwood consumption by households’ for 2016. The CME reported fuelwood consumption as 24,199,000 m3 that was referred from UN statistical division dataset (available at http://data.un.org/Data.aspx?d=EDATA&f=cmID%3aFW) while the secretariat noted the fuelwood consumption value for 2016 from same data source is 3,716,475 m3. Therefore, the DOE is requested to provide further information regarding how it has validated the data that is used to calculate fNRB value for Mozambique, such as firewood and charcoal consumption in various years from 2000 to 2018, and GIS data used to calculate renewable biomass quantity for 2018. Further, the DOE is requested to ensure that the CME has used latest available conservative data to calculate fNRB value.
ii) Further, the DOE is requested to confirm how it has validated the regression model exercise conducted by the third party on-behalf of the CME to determine firewood and charcoal consumption values for 2018, results in conservative values. Specifically, noting that for 6% increase in the population from 2016 to 2018, the charcoal consumption has increased by 118% and fuelwood consumption is increased by 66%, resulting in 68% increase in woody biomass consumption. However, as per UN statistical division dataset, for Mozambique the fuelwood consumption is reducing since 2014.
