1: The coordinating/managing entity shall define the eligibility criteria for inclusion of CPAs in the proposed CDM PoA, setting out required conditions for a proposed CPA to be included in the PoA, and shall demonstrate the usability of the eligibility criteria for assessing the inclusion of CPAs in the PoA. (PS-PoA v02 paragraph 123)
The eligibility criteria listed in the PoA-DD does does not contain objective conditions that demonstrate the usability of the eligibility criteria for assessing the inclusion of CPAs, such as conditions that would allow the identification of eligible activities (e.g. size and type of industry/service) as well as demonstrate additionality.
2: The DOE shall assess how each eligibility criterion, including the conditions that corresponding CPAs meet the requirement pertaining to the demonstration of additionality, is defined in accordance with the applicable requirements in the “CDM project standard for programme of activities”, and is verifiable as well as sufficiently objective and comprehensive to permit the assessment of the inclusion of corresponding CPAs in the PoA.
The DOE is requested to provide further information on how it assessed that the conditions for CPAs to demonstrate the barrier due to prevailing practice are sufficiently objective to permit the assessment of their inclusion. In particular, the DOE is requested to clarify how the eligibility criteria would allow to distinguish eligible CPAs from facilities that are part of the grid, which was found by the DOE to be "predominantly 80% gas".
