1: The DOE verified that the sample size of μy,i,j (pre-project device is in only use) is calculated as 4 based on expected mean and standard deviation and the adjusted sample size was considered to be 18 and 12 respectively for the Sampling Frame 1 & Frame 2 based on the t-Distribution. The DOE is required to provide further information on how the sample size calculation for μy,i,j is in line with the Sampling Standard (version 07) and “Guideline: Sampling and surveys for CDM project activities and programmes of activities Version 04.0” considering that:
i. The paragraph 5(b)(ii) of the applied standard clearly indicates that μy,i,j is proportion value which is the percentage of units still in operation included in a replacement programme to estimate the changes of the operating characteristics of a technology or process;
ii. the applied guideline (page 68) requires the calculation of the sample size for the proportion value based on the expected value of the proportion parameter and the level of precision and confidence in that precision. In doing so, please observe that the t-distribution is only used if the parameter of interest is a numeric mean value (please refer to paragraph 13 of the applied sampling standard (ver. 07)).
2: For the parameter “Date of commissioning of batch j”, the monitoring report and verification report state “…the latest date of commissioning of a device within the batch shall be used as the date of commissioning for the entire batch” based on which the monitoring has been conducted. However, the registered PoA-DD (page 24) and the CPA-DDs (page 13) state that “For each batch the date of distribution of first ICS is recorded and used as date of commissioning for that batch”. The CME/DOE are requested confirm the compliance of PoA-DD/CPA-DDs with the applied methodology (AMS-II.G. ver. 9, para 14), for the parameter “Date of commissioning of batch j”, which requires that the latest date of commissioning of a device within the batch shall be used as the date of commissioning for the entire batch.
