1: The DOE is requested to address the issues found below as per VVS -PoA ver.2 paragraphs 359 and 360 and to ensure that the corrections are made also to the entire request for issuance of the PoA.
PoA DD page 110 requires that steps 1 and 2 specified in the multistage sampling are to be followed by the simple random sampling, and the step 2 has the provision that in order to reflect the different age of the appliances, the relative share of appliance vintages within the total population of appliances deployed under the CPAs shall be established and then the final selection shall also represent that share. However, it is found that there is a lack of verification opinion in the verification report to verify whether and how the required step 2 provision has been applied.
2: The DOE is requested to address the issues found below as per VVS -PoA ver.2 paragraphs 359 and 360 and to ensure that the corrections are made also to the entire request for issuance of the PoA.
The verification report page 49 states “simple random sampling” is applied to monitor the parameter “Total number of lamps checked for which a valid result was obtained (n,i,v,total)”. Further, the spreadsheet “Sample calc_Solar_SL1300_Kerala” for Kerala State in CPA 9181-P1-0002-CP1 has the provision to apply the Equation (1) specified in the section 2.1.1 of the Guidance: Sampling and surveys for CDM PA and PoA (ver. 4). However, it is found that:
a) The sample size formula set in the spreadsheet mentioned above cell C8 is not the same as the Equation (1) mentioned above. It is observed that the variable P*P has not been included in the calculation of the denominator.
b) The explanations noted in the spreadsheet has the provision “Suppose that the population is homogeneous with respect to the use of the cook stoves and to estimate the proportion of cook stoves in operation”. It is noted that this spreadsheet is to calculate the sample size for solar lamp.
3: The DOE is requested to address this issue found below as per VVS-PoA ver.2 paragraphs 340 and 342 and to ensure that the corrections are made also to the entire request for issuance of the PoA.
The CPA 9181-P1-0002-CP1 DD page 7 states that “the Duron Mitva MS-352 and MS-16 are offered to beneficiaries as combination. There are not households with only one of these products. Hence, there will be considered as a single product”; however, it is found that the single type of solar lamp MS-352 has been installed as part of the implementation of the PoA in the Tamil Nadu state as demonstrated in the spreadsheet “ER and branch wise sales summary”.
