The dispatch data analysis operating margin emission factor is opted in the three CPAs submitted in this request for issuance. The monitoring plan requires ex-post monitoring and calculation of operating/combined margin emission factor of the grid. However, the submitted spreadsheet simply put a baseline grid emission factor without calculation processes, it does not illustrate how the combined margin/operating margin emission factor are derived from monitored values and it is not clear how the DOE has confirmed the correctness of the calculation of grid emission factors.
