Submission incomplete:
1: Parameter Bold (Quantity of woody biomass used in the absence of the project activity in tonnes) - CPA-003: 58,180, CPA-008-009: 61,318; or 0.76 kg/cap/y rural, 0.83 kg/cap/y urban, the per cap values are sourced from ASB0035. It is further noted in the ER sheet that the CPA Bold values are calculated based on constant household size values (6.8 people/household in rural area and 4.8 people/household in urban area) and variable urban/rural mix. However, it is not clear (a) how the household size values were/are determined, as these constant values were neither validated at the time of CPA inclusion nor verified at the time of verification; (b) whether the variable urban/rural mix is a monitoring parameter, since it was not included in the monitoring plan.


2: Parameter ηold (Efficiency of the baseline cook stove) are described as either 0.1 or 0.2 in CPA-DDs, as per default value given in AMS II.G version 03. However, the ex-ante values of CPAs were not fixed in the CPA-DD and the DOE did not provide information on how it has verified the correctness of the values applied.


3: Parameter fNRB,y (Fraction of woody biomass saved by the project activity in period y that can be established as non-renewable biomass) was determined ex-ante as 0.9152 using default value in CPA-DD. Since the fNRB values in the CPA-DDs were expired at the time of CPA inclusion. The CPAs have calculated a local fNRB for this monitoring period, however the DOE did not provide information on how it has verified the correctness of the calculation as per the applied methodology. And if the ex-ante value of fNRB is changed, the DOE shall clarify why a request for PRC is not submitted.


4: The emission reductions are calculated incorrectly, i.e. in determining parameter CU ( continuous use of baseline stoves, 0.23 t/hh/yr derived from a sampling survey), the fraction of baseline stove usage in sampled households has been considered two times in the calculation (i.e. one time in cell E127 of tab "Sample Size Cal and Results", and the other time in calculation of the mean values of each strata, e.g. cell D109 and C109 of the same tab). The DOE shall provide further information on how it has verified the correctness of emission reduction sheet.
