The DOE (VR page 6) reports that it was not possible to postpone the site visit because it was necessary to meet the CER delivery commitment as per the contract between the CME and CER buyer and the CER issuance schedule. However, no information was provided on how the DOE verified the mentioned contract and the CER issuance schedule as per the paragraph 26(b) of the EB 106 meeting report and Appendix 3 (verification report: documents reviewed or referenced) did not contain any documents related to the contract referred in the verification report.
