Submission incomplete:
1: The monitoring report (page 23) and the verification report (page 9) indicate that the survey monitoring for the parameter “Operational devices (Ny)” did not achieve the required precision and therefore the lower bound was applied to correct the estimates. It is observed that the start of the crediting period for CPA0002 is 12/07/16 and the current monitoring starts on 01/01/19. The CME/DOE are requested to provide information clarifying how it was considered applying the lower bound to comply with paragraph 18 (c) of the Standard: Sampling and surveys for CDM PAs and PoAs Ver. 09 which requires that lower bound is only eligible for the application to the survey undertaken during the first two years of the crediting period of the CPA.
