As per paragraph 358 (c) of PoA VVS version 1, the DOE shall determine whether the calculations of baseline GHG emissions or baseline net GHG removals, project GHG emissions or actual net GHG removals, and leakage GHG emissions have been carried out in accordance with the formulae and methods described in the registered monitoring plan, the applied methodologies and, where applicable, the applied standardized baselines.
As shown in page 19-20 of the monitoring report, By,savings is calculated using the following two monitoring parameters:
- Ny,i. which is total number of stoves of vintage (i) in operation for a full monitoring period equivalent within each SSC-CPA
- ηnew,i, which is efficiency of the systems of vintage (i) being deployed as part of the project activity (fraction) as determined using the Water Boiling Test (WBT) protocol.
Accordingly, the CME has monitored both parameters for each vintage (i) i.e. the stove efficiency of vintage 1, 2, 3 and 4 separately.
However, in the sheets “Summary_CPA 2” and “Summary_CPA 4” of ER calculation, ηnew was first calculated as a weighted average of two vintages (ηnew,i), and then multiplied with the total number of stoves of two vintages (Ny,i). The DOE is requested to substantiate how this approach is in compliance with the equation in page 19-20 of the monitoring report and the same in the registered CPA-DD which requires calculation of Bysavings as aggregation of each vintage (i).
