Paragraph 15 of the applied methodology, AMS-I.D, version 17, which is applicable for capacity addition hydropower plants (as it is the cases for CPA-008 and CPA-009) requires historical data to calculate baseline emissions. The DOE shall further explain the approach applied to calculate the baseline emissions (specifically the amount of electricity supplied to the grid by the project activity) in the absence of historical data from the existing hydropower plant(s) considering that the approach applied is not in accordance with the applied methodology and also is not approved by the Board.
In doing so, the DOE shall further explain how it has concluded that the alternative approach leads to a conservative estimation of baseline emissions, considering that the calculations show the application of a plant load factor of 45% for the existing hydropower plants (CPA009, spreadsheet file, cell B326).
