The monitoring report (page 17) indicates that the CME asked sampled households “how many porters of coal did you use last Autumn” in order to determine the parameter project coal consumption (Cy,new CEP-i). The verification report (page 23) shows that the DOE verified Cy,new CEP-i by checking the sales records of the CEPs and confirming that all CEPs were operational. Therefore, the DOE is required to provide information on how it verified and crosschecked the amount of coal used by the households and reported in the CME’s records based on its acceptance sampling approach (page 10) as no information is provided.
