1: If data and parameters monitored are determined by a sampling approach, the coordinating/managing entity shall describe how the sampling has been conducted in accordance with the sampling plan in the registered monitoring plan. Please refer to PS of PoA v1.0 paragraph 265.
In page 51 of PoA-DD (as well as page 29 of CPA-DD 1 and page 23 of CPA-DD2), it is required that all the high hill and mid hill districts will be considered as a single population and the IWMs will be randomly selected from the entire population. However, the monitoring report and verification report state that, during actual implementation, sample size are allocated in three different ways, i.e. type of ecological belts, development regions and types of IWMs. The PP/DOE is requested to clarify how the allocation of sampling is considered as simple random sampling method as per the sampling plan by providing raw data of samples and the calculation of the sampling precision.
2: DOE shall assess that all physical features (technology, project equipment, and monitoring and metering equipment) of the included CPAs specified in the included CPA-DDs are in place and that the coordinating/managing entity has operated the registered CDM PoA and included CPAs as per the registered PoA-DD and included CPA-DDs or any approved revised PoA-DD and CPA-DDs. Please refer to VVS for PoA v1.0 paragraph 340.
The eligibility criteria No. 6 of CPA-DD 1 and CPA-DD 2 has indicated that the minimum capacity of short shaft IWM and long shaft IWM are 1.39kW and 2.83kW respectively. The DOE has verified the number of the different type of implemented IWMs as per the CPA-DD, however, it does not provide the installed power capacity of each implemented IWM. The DOE is requested to further substantiate how it has verified that the capacity of distributed IWMs are implemented as per the CPA-DDs.
3: For each monitoring period, the DOE shall report: (a) The implementation status of the registered CDM PoA and the included CPAs. For included CPAs that consist of more than one site, the DOE shall describe the status of implementation and the starting date of operation for each site. For included CPAs with phased implementation, the DOE shall state the progress of the CPAs achieved in each phase under verification. If the phased implementation is delayed, the DOE shall describe the reasons and present the expected implementation dates;
(b) The actual operation of the included CPAs;

In page 8 of the monitoring report (MR), it is indicated that all IWMs for CPA1 has been installed before 09/09/2015 and page 7 of MR indicates that the IWMs constructed will continuously be included in CPA-2 till the numbers reach up to 2200. The DOE is requested to provide further information on how it verified the phased implementation of the CPA-2 in relation to the calculation of the emission reduction, in particular, the IWMs which are installed and operated is claimed for the emission reduction.
