Scope: The verification and certification report does not list each parameter required by the monitoring plan and does not provide an statement on how the DOE verified the information flow for these parameters including the values in the monitoring reports as per VVS version 09.0 paragraphs 393 and 409 (e).
1. The DOE states in the verification report (p 36 & 37) that the monitoring frequency of "baseline trip distance of the surveyed passenger using mode i" and "expansion factor for each surveyed passenger p" is in Year 1 and 4 of crediting period. The survey is conducted in the year 2015 as the current MR period covers the 4th year of crediting period and the phase 1 and phase 2 survey spreadsheets indicate that only 4074 samples were surveyed. So, the DOE is requested to clarify how it verified the survey performed for the current monitoring period (01 Jul 2014 - 30 Jun 2016) in accordance with Appendix 4 of the applied methodology ACM0016 version 04 (page 43), which states that the required sample frequency is once in the years 1 and 4 of the crediting period and the sample size should range from 6,000 to 8,000 surveys in the measuring week with a re-test sample size of around 50 per cent of the original sample.

The DOE shall clarify how the monitoring parameter – ‘Expansion factor’ is calculated in line with the registered monitoring plan and appendix 4 of the applied methodology ACM0016 version 04, given the fact that as per the survey spreadsheet, the parameter is calculated using other parameters (i.e. total pax, total design factor, design factor, universe etc.) and it is not clear how these parameters in the survey spreadsheet (FEX Calculation worksheet) have been arrived. In doing so, the DOE shall verify how the calculation is in accordance with the PDD (page 85 – 88) and the method stated in section 12.2 of appendix 4 of the methodology.

The parameter – Expansion factor in ‘Fex phase 1’ worksheet is calculated using other parameters, however, the calculation in the spreadsheet are not linked with other parameter cells used for the calculation. Please see row ‘P, Q and R’ of the worksheet ‘Fex phase 1’. Also, please submit the survey results used to calculate the parameter – Expansion factor.
