Submission incomplete:
The DOE is requested to further justify: i) how CL 1 was closed as it relates to the lack of calibration of all the (14) meters of the project activity; and, ii) how paragraph 366, VVS v3 is applicable (page 14 of VR) as it relates to delays on calibration while in this instance there is lack of calibration during the requested monitoring period (01/01/2017-23/09/2020) and the reference taken are from certificates issued back in 2010, 2011 and 2013.
In doing so, the DOE shall justify paragraph 368, VVS v3.
